PageSpeed Insights measures loading against Google's Core Web Vitals thresholds: LCP within 2.5 seconds, INP under 200 ms and CLS below 0.1. A crawler lists broken links, missing titles and redirect chains. The tools flag issues; an SEO audit adds the judgement about which ones actually matter.
